This is the only time in the series that Hakuryu has an all-out confrontation with the police. The highlight is how Hakuryu maneuvers his way out of the trap set by the police. Yoshiyuki Yamaguchi of "Kamen Rider Kabuto" plays the police chief. Kazuki Kannai, who has been appointed chief of police, has been cracking down on the Kurosu clan members in a ruthless manner.
